Before holding the public hearing, notice of shall be given at least one publication in one or more newspapers of general circulation at least 30 days before the hearing. The notice shall set forth the time and place of the public hearing, the nature of the proposed amendment, and a statement that all papers relating to the amendment are on file with the Clerk and open for public inspection.
