§ 157.023 APPROVAL OF ZONING PERMIT.
   (A)   Within ten working days after the receipt of an application, the Zoning Inspector shall either approve or disapprove the application in conformance with the provisions of this chapter. All zoning permits shall, however, be conditional upon the commencement of work within one year.
   (B)   Within five days after the approval of any zoning permit, the Zoning Inspector shall cause to have published in a newspaper of general circulation in the city a notice that a zoning permit has been issued. This notice shall include the name of the owner, the location of the property, and a summary of proposed use or alteration. The notice shall also state that the permit is available for public inspection in the office of the Zoning Inspector, and that any resident or owner of property within 1,000 feet may, within ten days, appeal the issuance of the permit on the basis that the permit violates any provision of the zoning code.
   (C)   The permit shall become effective on the eleventh day after publication unless before the eleventh day an appeal is filed with the Board of Zoning Appeals alleging an error in interpretation of any provision of this chapter by the Zoning Inspector. Should such an appeal be filed, the zoning permit does not become effective until a final decision is rendered by the Board of Zoning Appeals or a court, and the applicant shall be so notified. In addition, the Mayor, members of Council, and the Chairman of the Planning Commission, when authorized by the full Commission, may make such an appeal.
   (D)   One copy of the application and plans shall be returned to the applicant by the Zoning Inspector, after the Zoning Inspector has marked such copy either as approved or disapproved and attested to same by his signature on such copy. One copy of plans, similarly marked, shall be retained by the Zoning Inspector. The Zoning Inspector shall issue a placard, to be posted in a conspicuous place on the property in question, attesting to the fact that the use of alteration is in conformance with the provisions of this chapter.
