§ 157.021 ZONING PERMITS REQUIRED.
   (A)   No building, structure, premises, land, or part thereof shall be erected, moved, added to, structurally altered, established, changed, converted, or enlarged either in whole or in part until a zoning permit is issued by the Zoning Inspector. Zoning permits shall be issued only if the applicant complies with all provisions of this chapter unless the Zoning Inspector receives a written order from the Board of Zoning Appeals of City Council concerning any matter where either body has either original or appellate jurisdiction, or from a court of competent jurisdiction. Zoning permits for portions of approved planned unit developments shall conform with the final plan as approved by Council. In addition to the general standards provided for in this section, a zoning permit shall be required in any of the following situations:
      (1)   Construction or alteration of any building or structure, including accessory buildings and structures;
      (2)   Change in use of an existing building or structure including accessory buildings and structures;
      (3)   The use or change in the use of land;
      (4)   Any change in the use of a non-conforming use.
   (B)   The purpose of the zoning permit is to assure compliance with all provisions of this chapter. The Zoning Inspector may require a separate building permit be issued to assure compliance with provisions of the building code. Building permits or zoning permits are generally not required for normal or routine maintenance and repair work where the total estimated value of such work is $15,000 for residential properties and $20,000 for nonresidential properties.
      (1)   For the purposes of this section, normal and routine maintenance and repairs include such activities as painting; wallpapering; replacing a roof; replacing a driveway, interior sidewalk or patio; replacing gutters and downspouts; and other routine maintenance and repairs where there is no requirement in this chapter, as determined by the Zoning Inspector, and when the cost of the work and materials is $15,000 for residential and $20,000 for non-residential properties.
      (2)   Any alteration or modification valued at $15,000 for residential and $20,000 for non-residential and where there is no requirement in this chapter or the building code, notice shall be given to the Zoning Inspector of the nature of the change, estimated value of the change, and a statement of who will make the change.
