§ 157.014 DUTIES OF BOARD OF ZONING APPEALS.
   In exercising its appellate duties, the Board may, as long as such action is in conformity with the terms of this chapter, reverse or affirm, wholly or partly, or modify the order, requirement, decision, or determination appealed from and may make such order, requirement, decision, or determination as ought to be made, and to that end shall have the powers of the Zoning Inspector from whom the appeal is taken. In exercising duties where the Board has original jurisdiction under this chapter, it shall act in conformity with all provisions of this chapter and other ordinances of the city. For the purpose of this chapter, the Board has the following specific duties:
   (A)   To hear and decide appeals where it is alleged there is an error in any order, requirement, decision, interpretation, or determination made by the Zoning Inspector;
   (B)   To authorize such variances from the terms of this chapter as will not be contrary to the public interest, where owing to the special conditions, a literal enforcement of this chapter will result in unnecessary hardship, and so that the spirit of this chapter shall be observed and substantial justice done;
   (C)   To grant conditional uses as specified in the official schedule or district regulations and under the conditions specific in this chapter and such additional safeguards as will uphold the intent of this chapter;
   (D)   To allow an extension of time for a previously issued zoning permit;
   (E)   To determine the actual boundaries of a zoning district where an applicant alleges a conflict exists with the Official Zoning Map. The person alleging the conflict shall furnish an actual survey or other data to justify the contention;
   (F)   To authorize the substitution, expansion or replacement of damaged non-conforming uses as provided in this chapter; and
   (G)   To determine that a proposed use not specifically provided for in this chapter is substantially similar to a use that is specifically provided for in this chapter.
