There is hereby established a Planning Commission which shall consist of five members. Members shall include the Mayor, Director of Public Service and Safety, and three citizens of the city, appointed by the Mayor for terms of six years. The terms of the citizen members shall be so arranged that the term of one of the citizen members shall expire every two years on December 31. Vacancies of the citizen members shall be filled by the Mayor for the unexpired term. Each member shall serve until his successor is appointed and qualified. Citizen members of the Commission shall be removed for nonperformance of duty, misconduct in office, or other cause by the Mayor upon written charges having been filed with or by the Mayor, and after a public hearing has been held regarding such charges, a copy of the charges having been served upon the citizen member so charged at least ten days prior to the hearing, either personally or by registered mail, or by leaving the same at his usual place of residence. The citizen member shall be given the opportunity to be heard and answer the charges.
