All moneys generated from the payment of fees under this chapter shall be transferred from the general fund to the recreation fund, two-thirds to be allocated for special recreation events for all youth in the community and one-third to the Mental Retardation Board of Hocking County, Ohio, to be used specifically for the Special Olympics.
