(A) The Director of Public Service and Safety shall be responsible for ascertaining the proposed location for the installation and operation of the machine and determining if the applicant is of good moral character.
(B) The Director of Public Service and Safety shall approve or disapprove the application, basing his decision on the applicant's conformance with the provisions of this chapter and the Director's judgement as to the applicant's moral character and the desirability of the proposed location.
