No person shall operate or permit to be operated for hire, reward, gift, donation, or other consideration, an unlicensed vehicle for the carrying of the public generally as passengers. In the event of conviction for a violation of this section, such person shall not thereafter be granted a license for the vehicle concerned for a period of 3 months for a first conviction, or one year for a subsequent conviction.
