§ 115.03 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY.
   Each applicant for a new and original taxicab license shall obtain a certificate of public convenience and necessity from the council in conformity with §§ 115.04 and 115.05 prior to the issuance of the license by the director of public service and safety.
