(A) No person shall blast with dynamite, gunpowder, or any other explosive compound within the limits of the city without first obtaining a permit from the chief of police. Such permit shall set forth the time at which and the circumstances under which the blasting may be done. Previous to each blasting a proper signal of warning shall be given.
(B) Whoever violates this section is guilty of a minor misdemeanor.
