(A) It shall be the duty of the police officers of the city, and of the parking meter attendants, acting in accordance with instructions issued by the safety director to report:
(l) The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parking in violation of any of the provisions of this chapter.
(2) The state license number of such vehicle.
(3) The time during which such vehicle is parking in violation of any of the provisions of this chapter.
(4) Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
(B) Each such police officer and meter attendant shall also attach to the vehicle a notice to the owner or operator thereof that the vehicle has been parked in violation of a provision of this chapter, and instructing the owner or operator to report at the police department or elsewhere as the safety director may designate, in regard to the violation.
(C) Police officers and parking meter attendants shall issue traffic citations, utilizing therefor the Ohio Uniform Traffic Citation Form, to all violators of the Traffic Code of the city pertaining to parking, by attaching the citation to the windshield of the vehicle in violation of the Code or by delivering it to the driver of the vehicle, if he is then occupying the vehicle. The authority given herein to police officers is in addition to their other authority to issue citations or violations of law as prescribed by ordinance or statutes. Provided, however, that not more than one traffic citation per vehicle shall be issued for a violation of § 76.33 and/or § 76.34 and/or § 76.35 for illegal parking at the same parking meter between the hours of 8:00 a.m. and 12:00 noon on weekdays and Saturdays, that not more than one traffic citation per vehicle shall be issued for a violation of § 76.33 and/or § 76.34 and/or § 76.35 for illegal parking at the same parking meter between the hours of 12:00 noon and 6:00 p.m. on Mondays, Tuesdays, Wednesdays and Thursdays, and that not more than one traffic citation per vehicle shall be issued for a violation of § 76.33 and/or § 76.34 and/or § 76.35 for illegal parking at the same parking meter between the hours of 12:00 noon and 9:00 p.m. on Fridays.
