The director of public service and safety is authorized and directed to place, install, and remove parking meters upon the curb side or in the immediate vicinity of individual parking spaces designated and marked off in the congested area where parking is restricted. All such parking meters shall comply with the conditions set forth in § 76.30(C), and such meters shall be under the management, supervision, and control of the director of public service and safety.
