§ 76.23 SNOW EMERGENCY.
   (A)   Whenever there is a firm forecast of snow to accumulate to four inches or more by the Accuweather Snow Warning Services or whenever snow reaches an accumulation of four inches or more, a snow emergency may be declared.
   (B)   From the inception of the snow emergency, as defined in subsection (A) hereof, until 24 hours thereafter, or until such time as the snow has been removed, if such time is sooner, no owner of any vehicle shall permit the same to park or stand upon any part of the following streets:
      (1)   Main Street (Depot Street west to Hunter Street).
      (2)   Zanesville Avenue (Hunter Street north to Ohio Avenue).
      (3)   Hunter Street (Culver Street west to St. Rt. 664).
      (4)   Front Street (East Corporate limit west to Gallagher Avenue).
      (5)   Market Street (Front Street north to Jennison Avenue).
      (6)   Spring Street (Jennison Avenue south to Hunter Street).
      (7)   North Street (Market Street west to Spring Street).
      (8)   Gallagher Avenue (Main Street south to Front Street).
   Provided, however, that vehicles may be parked for a period of not longer than 15 minutes for actual loading or unloading of passengers or property, provided that snow removal equipment is not being operated on that street and that no other ordinance restricting parking is violated thereby.
   (C)   Whenever, with the concurrence of the Mayor, such a snow emergency does exist, the Director of Public Service and Safety shall make a reasonable attempt to notify the public by informing the news media and by other available means.
   (D)   Any motor vehicle parked in violation of this section may be impounded or moved by the city to an adjacent street by any duly authorized towing service.
   The Chief of Police shall attempt to notify the owner of such vehicle as soon as it is reasonably possible as to the removal or location of such vehicle. The owner of such vehicle shall be liable for any towing charges.
   (E)   Whoever violates any provision of this section shall be fined not more than $25.
