(A) The license fee for registration and tag shall be one dollar ($1.00) for each bicycle for two years or part thereof, and such fee shall be paid at the time of registration. However, only one-half of the bi-annual license fee shall be charged for any license tag or registration card, application for which is made after the first 12 months have elapsed of each bi-annual registration period.
(B) License tags and registration cards shall be for a period of two years beginning on April l, and terminating at midnight March 31, two years thereafter. License tag and registration cards shall be available on March 1, prior to each bi-annual registration period, and any license tag and registration card issued during the month of March shall be in full force and effect until April l, two years thereafter.
(C) All licenses collected under this chapter shall be paid to the Chief of Police.
