(A) Every resident or person operating a bicycle in the City of Logan needs to be registered.
(B) In the event that the owner of a bicycle is a minor, under the age of 18 years, the parent, guardian, or person having care and custody of such minor may at his option make the listing and registration on behalf of the minor.
