Any discharger who is found to have violated an order of the city or who has failed to comply with any provision of this chapter, and the regulations or rules of the city, or orders of any court of competent jurisdiction, may be subjected to the imposition of a civil or criminal penalty. The city makes all violations of this chapter a misdemeanor and provides for the punishment thereof by fine. The fine shall not exceed five hundred dollars ($500.00) for each violation.
