§ 51.25 RATE OF CHARGES; SURCHARGES.
   For the purposes provided in § 51.24, there is levied and charged upon each lot, parcel of land, or premises having an active connection with the sewerage system, or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly, into the city’s system, sewer charges payable as hereinafter provided and in the amount determinable as follows:
   (A)   Rates inside corporate limits.
   With respect to any such premises situated within the corporate limits of the city, the charges shall be based upon the quantity of water used on the premises served by the system, as the same is measured by a water meter or meters there in use, as hereinafter described, and the following is the base rate (hereinafter “base rate”) for each of the three categories set forth below, commencing on the first month after the effective date of this section.
      (1)   Residential:    $9.81 for the first 1,000 gallons of water, or part thereof, so used per month, and $6.81 for each additional 1,000 gallons of water, or part thereof, so used per month;
      (2)   Commercial:    $9.64 for the first 1,000 gallons of water, or part thereof, so used per month, and $6.64 for each additional 1,000 gallons of water, or part thereof, so used per month;
      (3)   Industrial:    $8.71 for the first 1,000 gallons of water, or part thereof, so used per month, and $5.71 for each additional 1,000 gallons of water, or part thereof, so used per month.
Increase in the base rate: The effective base rate for each of the residential, commercial and industrial categories, both for the first 1,000 gallons of water used and for each 1,000 thereafter, shall increase by 3% (rounded up to the nearest cent) on the first day of July each calendar year. In addition to the foregoing, there shall be a $3 increase to the base rate for the first 1,000 gallons of water used as of the first day of September, 2017, with a like increase on the first day of September, 2018.

   (B)   (1)   Rates outside city limits (excluding West Street). With respect to any such premises situated outside the corporate limits of the city (excluding West Street), the charges shall be based upon the quantity of water used on the premises served by the system, as the same is measured by a water meter or meters there in use. The rate shall be the regular city rate plus a twenty-five percent (25%) surcharge. There shall be a minimum monthly charge of $12.01.
   (C)   The Director of Public Services shall have full discretion to determine what premises located outside of the corporate limits of the city shall be permitted to maintain connections with the system, and also to discontinue the service of the system to any such premises after having given to the owner or occupant thereof at least 30 days’ written notice of his or her determination as to whether the connection is advisable and practicable considering the sewer to be used and the capacity of the system.
   (D)   A penalty of ten percent (10%) of the total amount of the charges on each statement of account for each billing period shall be added to the charges hereinabove set out if the statement of account is not paid on or before 15 days after the date of its mailing.
