§ 50.11 WATER CAPACITY AND METER FEE.
   (A)   No unauthorized person shall uncover, make a connection with or opening into, use or disturb any public water line or appurtenance thereof without first obtaining a written permit from the Director of Services.
   (B)   Water capacity fee. All water customers shall pay a one-time access connection fee according to the size of the required water service connection, as determined by the City Service Director or designee. The water capacity fees are as follows:
      (1)   Three-quarter inch or one inch connection: $2,500 plus the actual cost of the radio read meter, meter pit, and $30 inspection charge;
      (2)   Two inch connection: $5,000 plus the actual cost of the radio read meter, meter pit, and $30 inspection charge;
      (3)   Three inch connection: $10,000 plus the actual cost of the radio read meter, meter pit, and $30 inspection charge;
      (4)   Four inch connection: $17,500 plus the actual cost of the radio read meter, meter pit, and $30 inspection charge;
      (5)   Six inch connection: $35,000 plus the actual cost of the radio read meter, meter pit, and $30 inspection charge;
      (6)   Eight inch or larger connection: $60,000 plus the actual cost of the radio read meter, meter pit, and $30 inspection charge.
   (C)   Fire protection connection fee. The connection fee for the service line used solely for fire protection shall be 25% of the capacity fee.
   (D)   When any or all of the cost of a water system improvement project is covered by a grant of funds by a federal, state or local governmental agency and/or assessments against the properties which water capacity fees may become due, the city may reduce or eliminate the water capacity fees for any or all of the properties served by the water system improvement project.
   (E)   Meter fee. The meter fee is the total delivered cost of the meter and mounting assembly plus 10%. The meter fee shall be in addition to the water capacity fee.
   (F)   In the event a use is applied for that is not specifically set forth on the Ohio Environmental Protection Agency (EPA) Suggested Sewage Flow Guide the Director of Public Services shall have the authority to determine a capacity fee through interpretation of said schedule. In making the interpretation the Director of Public Services may consult and be advised by such persons as he or she determines are necessary and proper. When an interpretation is required the applicant shall be provided with a written explanation of the method(s) used in arriving at the amount of the capacity fee, a copy of which shall be kept on record in a permanent log kept for such purpose.
