There is hereby established in the Department of Public Service the Bureau of Purchase, the head of which shall be the City Purchasing Agent. The City Purchasing Agent shall be the City Service Director appointed by the Mayor subject to civil service regulations, and shall receive such salary as is duly appropriated therefor. He shall give bond, to be approved by Council in the sum of ten thousand dollars ($10,000). He shall have power to appoint and remove his subordinates, subject to civil service regulations, to fix their salaries within the limits of the appropriation therefor and to prescribe their duties.
