All payrolls shall be submitted to the auditor on or before the close of one business day after the end of the pay period, and certification of the same shall be immediately filed with the civil service commission. The civil service commission shall return all such certifications with approval within one calendar day, and paychecks shall be delivered to employees or available for receipt by them not later than the close of business on the fifth business day after the end of the pay period computed. No paychecks shall be distributed until approval has been received in writing from the civil service commission.
