These rules may be amended, altered, or new rules adopted at any time; but in case of any amendment, alteration, or adoption of new rules, the matter shall be referred to the proper committee for report, and any such amendment, alteration, or new rules shall be read on 3 different days, unless the rules shall be suspended by a 3/4 vote of the members. Any amendment, alteration, or adoption of new rules shall be upon a majority vote of the members.
