(A) The city director of law shall, when requested by any member of council, give a verbal opinion on any question of law concerning city affairs, in open council, but he may, if he deems the matter of importance, take a reasonable time to submit his opinion in writing. He shall not be required to draw any ordinance or resolution except upon a majority vote of the members.
(B) The city director of law, when requested by the chairman of a committee to which any ordinance or resolution has been referred, shall assist in the examination of such ordinance or resolution.
