(A) The mayor shall attend council meetings when specifically requested by council, and shall answer questions put to him. He shall make such recommendations, in writing, to council for the welfare of the city as seem wise to him. At the first regular meeting in January of each year, he shall report to council concerning the affairs of the city.
(B) Recommendations by the mayor shall be made in writing when possible, for study by council and committees. ('59 Code, § 111.06)
