8-5-3: LIBRARY BOARD:
   A.   Membership; Appointment; Qualifications; Compensation: The public library shall be governed by a board of seven (7) members appointed by the Mayor, with the approval of the Board of Trustees. Appointments of the Library Board shall be made on the basis of ability, understanding of the total responsibilities and objectives of public libraries, and an active interest in the attainment of these goals. Board members must reside in the County in the general vicinity of the Town. All Library Board members shall serve without compensation.
   B.   Term Of Office; Vacancies: Board members shall hold office for a three (3) year term from May 1 following their appointment, and their terms shall be staggered. Vacancies on the Library Board shall be filled in the same manner as original appointments. (2018 Code)
   C.   Removal From Office: Any board member may be removed by the Board of Trustees for misconduct, failure to attend Library Board meetings, or other neglect of duty. (2014 Code § 11-204)
   D.   Organization:
      1.   Officers: Immediately after the initial appointments and annually thereafter, the Library Board members shall meet and organize by an election one of their number as President, one of their number as Secretary, and by election of such other officers and they deem necessary.       2.   Laws, Rules And Regulations: The board may adopt such laws, rules and regulations for their own guidance and for the government of the library as may be expedient and not inconsistent with this chapter and the laws of the State. (2014 Code § 11-205)
