The purpose of this chapter is to:
A. Improve roadway safety for all vehicle operators, passengers, bicyclists, pedestrians, and other road users;
B. Prevent crashes related to distracted driving by use of portable electronic devices while driving a motor vehicle;
C. Reduce injuries, death, property damage, healthcare costs, health insurance and automobile insurance rates related to motor vehicle crashes; and
D. Authorize law enforcement officers to stop vehicles and issue citations to persons using portable electronic devices for texting while driving as a primary offense. (Ord. 2015-03, 11-9-2015, eff. 11-10-2015)
