Except as specifically provided by law as set forth in this title, this title shall be controlling and apply to the use of Town streets, alleys, thoroughfares, parks, parkways, public parking lots, school driveways, streets, parking lots, or any other public rights-of-way or Municipally owned land, including streets and other ways that form the boundary line of the Town, by pedestrians and by vehicles of every kind, whether self-propelled or otherwise and whether moving or at rest.
