§ 50.02 CONNECTIONS TO CITY SYSTEM.
   (A)   No person or entity shall make a sewer connection with the city's sewer system until and unless they have applied for and been granted written permission to do so to the city's Department of Public Works and paid the required fees for connection as set forth herein.
   (B)   Connections of sewer laterals and any other sewer connections to the city sewer system or to any line which is dedicated to the city shall be done by the city or its authorized agents or representatives. In each case, the city's responsibilities shall be limited to the work between the sewer system and the right-of-way or property line of the property being served.
   (C)   All sewer connections must meet the standard construction requirements located in the City of Locust Sanitary Sewer Standard Operating Procedures under the section entitled "Sanitary Sewer Service Detail," as amended, and which is on file in the City of Locust Department of Public Utilities and online at the city's website.
   (D)   The city will charge the following connection fees for new sewer connections:
      (1)   A tap fee shall be levied on all new sewer connections to the city sewer system, which is intended to defray the costs of connecting the property to be served to the system, including installing the tap, service line and meter, excavation, boring and paving expenses.
      (2)   A system usage fee shall be levied on all new construction at the time the user contracts to connect to the sewer system. The system usage fee will be set yearly by the City Council and will be applied to debt servicing and known infrastructure maintenance and upgrade costs.
   (E)   When an existing building is replaced with a new building on the same lot (and such lot is directly served by an existing sewer tap) and there is no change in use or expansion of use which requires a larger tap or meter size, there will be no connection fees charged.
