(A) The City Council will establish a schedule of rates for each fiscal year, or more frequently, for residential and commercial properties served by the city sewer system. The rates will be published and available to the public at City Hall and on the City of Locust website.
(B) The user rate will be billed monthly and due from the property owner or occupant of the property.
(C) If a water bill from the Stanly County Public Works Department has been successfully appealed, the city may in its discretion likewise adjust the sewer bill upon application from a customer to the city Utility Department. The application will be reviewed by the Department head and a recommendation will be made to the City Council for approval.
