(A) It shall be unlawful for any person in any park or facility operated by the City of Locust to: possess, consume, distribute, or sell any alcoholic beverages without a permit as established by this section, and further, it shall be unlawful for any person to be under the influence of alcoholic beverages or illegal drugs or be disruptive by virtue of such use.
(B) The possession, consumption, distribution, or sale of alcoholic beverages, as defined in G.S. § 18B-101, shall be lawful in a Locust park or facility only provided that a valid and lawful agreement and permit to that effect has been obtained from the City Administrator, or the City Administrator’s authorized representative.
