It shall be unlawful for any person, firm, organization, or public corporation to place or leave or caused to be placed or left, temporarily or permanently, any trash, refuse, garbage, or the like, on the public streets or public areas within the corporate limits of the city, other than for the lawful pickup of garbage as provided by the city.
