When in the opinion of the City Council a new street should be opened and improved and no petition is filed asking for the assessment of the cost thereof, and when the City Council is of the opinion that the public benefit will be greater than the benefit to abutting property owners, the City Council may direct that the improvement be made and the entire cost thereof paid by the city.
