From and after the effective date of the resolution codified in this subchapter, the city will not consider paving or otherwise improving any street or alley unless a petition is presented to the City Council on forms provided by the city, signed by a majority of the property owners who represent a majority of the lineal footage on the street proposed to be improved requesting that the total cost of the improvement be assessed against the abutting property owners.
