§ 91.52 PLACEMENT OF BUILDINGS UPON STREETS OR OTHER PUBLIC GROUNDS.
   (A)   It shall be unlawful to erect or place any building or structure, in whole or in part, upon any street, avenue, alley or other public ground in the city without the express permission or permit issued by the applicable jurisdictional authority, and upon conviction, shall be punished by a daily fine as provided in § 91.99.
   (B)   Any cost for removal of such obstruction, after 30 days from the notice to remove, shall be owed by the owner of the obstruction. Any and all costs associated with the removal not timely paid by the owner shall be recorded as a lien with the Recorder of Deeds.
