(A) Whoever excavates, alters, repairs, or replaces any street, alley, sidewalk or other land owned by or under the control of the city without first securing a permit from the Director of City Services,or who violates any provision of this chapter shall, upon conviction, be fined not less than $75 nor more than the maximum amount set forth in this section for each offense.
(B) Whoever violates any of the provisions of this chapter for which no specific penalty is provided, shall be fined not less than $75 nor more than the maximum amount set forth in this section for each offense.
