When any passenger hires the service of any taxicab, as herein defined, operating on the streets of this city, such passenger shall be immediately loaded in such taxicab and shall be immediately taken to his destination by the nearest travelled route as the condition of the streets or public ways permit, unless otherwise requested by such passenger.
