The Mayor and City Clerk may issue a license to any individual, firm, copartnership or corporation upon payment of the license fee hereinafter prescribed and in compliance with conditions herein set forth, upon payment to the City Clerk of an annual license fee of $25 for each and every taxicab so operated in the city, provided that no license to operate a taxicab shall be issued to any person under 21 years of age, nor to any person, firm, or corporation whose operators or drivers are under 21 years of age.
