(A) No license shall be granted to an applicant unless the designated fees are paid at the time the license application is submitted to the city. License fees once paid are not refundable.
(B) Classifications/fee. All raffle licenses shall be classified based upon the aggregate retail value of all prizes to be awarded and will pay the corresponding fee set forth below:
(1) Class A: Less than $5,000: automatically licensed without the necessity of an application; No fee.
(2) Class B: $5,000 or greater; fee: $25.
