(A) Created; purpose. The Video Gaming Commission (VG Commission) is hereby created for the purpose of conducting hearings related to VG license applications, conducting hearings on charges against a VG licensee, imposing penalties as allowed under this subchapter, and recommending to the City Council whether the numerical maximum of establishments authorized to operate video gaming terminals within the corporate limits of the city should be increased.
(B) Composition; appointment and qualifications of members. The VG Commission shall consist of three members to be appointed by the Mayor with the consent of the City Council, which members are to be representative, so far as possible, of the different background and geographic location within the city. Each member must be at least 21 years of age, a resident of the city who has no outstanding fines or delinquent debt owed to the city, must not have direct or indirect financial interest in the establishments duly licensed or seeking licensure under this subchapter, and shall comply with the Chapter 39 of the city's Code of Ordinances pertaining to Governmental Ethics and State Gift Ban Act.
(C) Terms of members. Each member of the VG Commission shall serve for a three-year term. The VG Commission is hereby empowered to adopt such rules and regulations as are necessary for its procedure and the conduct of its functions.
