§ 110.07 BUILDING AND PREMISES.
   (A)   No license shall be issued for the conduct of any business, and no permit shall be issued for any purpose or activity, if the premises and building to be used for the purpose do not fully comply with all applicable ordinances and regulations of the city and the state.
   (B)   No license shall be issued for the conduct of any business, and no permit shall be issued for any purpose or activity, if the applicant or if a corporation, any of its officer, manager, or director thereof, or any stockholder or stockholders owning in the aggregate more than 20% of the stock of such corporation owe fine, penalty, fee, tax, or debt to the city, unless the payment of such obligation is the subject of a bona fide lawsuit in state or federal court.
