Creation of the noise referred to in § 93.130 shall not be chargeable between the hours of 7:00 a.m. and 8:00 p.m., on Monday through Friday; 8:00 a.m. to 8:00 p.m. on Saturday; and 8:00 a.m. to 6:00 p.m. on Sunday in all residential, commercial and industrial zoning districts; or when the work is being performed by employees or agents of the city, county, state or federal government on behalf of the government or when the work has been deemed emergency work to protect the public health, safety, or welfare; between sunrise and 10:00 p.m. seven days per week for landscaping, landscaping maintenance, and lawn maintenance for commercial entities providing outdoor recreational services to their customers prior to 8:00 a.m.
