When any diseased or dead tree is discovered, it shall be the duty of the Director of Public Works to give a written notice, which may be served personally or sent by certified mail, to the person to whom was sent the tax bill for general taxes for the last preceding year on the property. Such notice shall identify the property, by common description, the tree or trees affected, and the substance of previous sections and the statutory provisions under which they are adopted.
