All sidewalks on State Street between Eight and Eleventh Streets or on Ninth Street between Commerce and Hamilton Streets shall be built of concrete not less than eight inches thick and 12 feet wide, laid in gravel or cinders or on stone or concrete walls, and concrete sidewalks of the same width.
