§ 90.46 RUNNING AT LARGE.
   It shall be unlawful to fail to prevent any dog or cat from running at large in the city at any time. Dogs or cats which are on any street, alley or sidewalk, or any other public place, without being held securely on a leash no longer than 15 feet shall be deemed to be running at large. It shall be unlawful to permit any dog or cat to run at large on the property of any but the owner thereof without the permission of the owner of the aforementioned property. Dogs or cats which are running at large shall be taken up and impounded. It shall be unlawful for an owner to permit or fail to prevent any dog or cat to attack or bite a domestic animal, including but not limited to dogs and cats, except when said biting dog or cat is on the property of its owner.
