§ 90.07 IMPOUNDING AND REDEEMING ANIMALS.
   (A)   Impounding.
      (1)   The Animal Control Officer shall take up and impound any dog or cat found running at large in the city contrary to the provisions of this subchapter.
      (2)   If a tranquilizer gun is used to apprehend a stray or vicious dog or cat which cannot be captured by normal means, the city and its agents shall not be responsible if the animal shall succumb or sustain any injury as a result of the use of the tranquilizer gun.
   (B) Notice. When any licensed dog or cat shall be impounded, notice thereof shall be given by the Animal Control Officer to the owner of much dog or cat, informing such owner that if such dog or cat is not redeemed within three days of the date of such notice, such dog or cat may be redeemed by any person paying the required fees.
   (C)   Fees for redeeming. For every dog or cat taken up and impounded as provided in this subchapter for which no license fee has been paid, there shall be paid to the City Clerk by any person desiring to redeem such dog or cat the regular fee for the purchase of a license tag and a $20 redeeming fee, plus the cost of keeping such dog or cat while impounded at the rate of $5 per day or fraction thereof from the date of impoundment. If this is the second time within one year, the fee shall be $40. If it is the third time within one year, the fee shall be $80. For every licensed dog or cat taken up and impounded as provided in this subchapter, there shall be paid to the City Clerk by any person desiring to redeem such dog or cat, a $10 redeeming fee plus the cost of keeping such dog or cat while impounded at the rate of $5 per day or fraction thereof from the date of impoundment. If this is the second time within one year, the fee shall be $20. If this is the third time within one year, the fee shall be $40.
   (D)   Unredeemed animals.
      (1)   If a dog or cat is not redeemed within three days, such dog or cat shall be disposed of by order of the Animal Control Officer, or the Animal Control Officer may deliver any unredeemed dog or cat, after the period of redemption, to:
         (a)   The Animal Welfare League, any licensed humane society or breed rescue agency, or T.L.C. Animal Shelter, without the payment of an impounding fee; or
         (b)   Any responsible citizen, upon adoption and payment of any fees accrued up to the time at which the dog or cat became an “unredeemed animal.”
      (2)   Fees for redeeming may be waived if the new owner of the animal pays for a vaccination for rabies and neutering and proper licensing of such animal.
   (E)   Fees.
      (1)   When any dog or cat shall be disposed of, the fee to be charged to the owner for the disposal thereof shall be $25.
      (2)   When any impounded dog or cat requires emergency medical treatment, the cost of such treatment shall be added to the impoundment fee and shall be reimbursed by the owner.
