§ 90.01 DEFINITIONS.
   For the purpose of this subchapter, except as otherwise indicated, the following definitions will apply:
   BITING ANIMAL. A dog or any other animal which has bitten, scratched, or otherwise injured any person or animal so as to cause abrasion of the skin of such person or animal.
   LEASH. A cord or chain of no longer than 15 feet securely fastened to the collar of a dog or cat at a length which enables the handler to maintain control of the animal at all times in the public domain.
   OWNER. Any person who has a right of property in a dog or cat; who keeps or harbors a dog or cat, or has one in his care or acts as its custodian; or who knowingly permits a dog or cat to remain on or about his premises.
