For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
HAZARDOUS VEHICLE.
A vehicle that must be moved to allow for proper municipal snow removal from a public, street, way, or alley.
INOPERABLE VEHICLE. A vehicle parked or otherwise located on public or private property and from which, for a period of at least seven days, the engine, wheels or other parts have been removed, or on which the engine, wheels or other parts have been altered, damaged, or otherwise so treated that the vehicle is incapable of being driven under its own motor power. INOPERABLE MOTOR VEHICLE shall not include a motor vehicle which has been rendered temporarily incapable of being driven under its own motor power in order to perform ordinary service or repair operations. Nothing in this definition shall apply to any motor vehicle that is kept within a building when not in use, to historic vehicles over 25 years of age, or to a motor vehicle on the premises of a place of business engaged in the wrecking or junking of motor vehicles.
OWNER. A person who holds legal title to the vehicle, or the right of possession of the vehicle.
UNLAWFUL VEHICLE. A vehicle parked in violation of state statutes or ordinances of the municipality which prohibit parking at the location in question or for the period of time for which the vehicle has been parked, and where either the statute or the chapter authorize the vehicle to be towed and the signs posted at the general location note that fact.
VEHICLE. Any device in, upon, or by which any person or property is or may be transported or drawn upon a street, highway, or any public way, except devices moved by human power, devices used exclusively upon stationary rails or tracks, and snowmobiles.
