Upon finding a vehicle parked in violation of this chapter, the parking enforcement person or the police officers of this city shall report:
(A) The name or description of the violation;
(B) The street and approximate location of the vehicle occupying the parking space and has been parked in violation of any of the sections of this chapter;
(C) The state license number of the vehicle and city license number, if any;
(D) The time of day and the date that the vehicle is parked in violation of any of the sections of this chapter;
(E) Display of city vehicle tag, or lack thereof;
(F) Any other facts or knowledge which is necessary to a thorough understanding of the circumstances attending the violations.
