(A) Quarterly permits.
(1) Quarterly permits for the parking of motor vehicles between the hours of 6:00 a.m. and 8:00 p.m. Monday through Friday are authorized to be issued for the commuter parking lot at 13th Street and Commerce Street, to be effective from January through March, April through June, July through September, and October through December of each year and to be issued on a quarterly basis.
(2) Such permits shall be issued to any person requesting the same upon the payment of a $60 quarterly fee, which shall permit the parking of a motor vehicle or vehicles as herein specified. Such person shall be supplied with a parking permit sticker for each vehicle owned by him.
(3) The parking permit sticker shall be displayed on the rear window driver’s side of the motor vehicle.
(4) No person who has not paid for a parking permit sticker or who does not display a parking permit sticker shall be permitted to park in the commuter parking lot, 13th Street and Commerce Street which has been properly marked “By Permit Only.”
(B) Daily parking permits for the commuter parking lot.
(1) Daily parking fees for parking of motor vehicles between the hours of 6:00 a.m. and 8:00 p.m. Monday through Friday are hereby authorized to be issued for the commuter parking lot at 13th Street and Commerce Street, to be effective from January through March, April through June, July through September, and October through December of each year. The cost of daily parking is $1 per day.
(2) Daily parking fees for commuter parking lot, 13th Street and Commerce Street are hereby authorized.
