The Director of City Services shall have markings painted or placed upon the curb or upon the street adjacent to each parking zone for the purpose of designating the parking space. Each vehicle parking adjacent or next to any parking zone shall park within the lines or markings are established. No person shall park any vehicle across any parking space line or division or park a vehicle in such position that it shall not be entirely within the area designated by the lines or markings.
