The city shall have authority to prohibit parking or to prescribe time limits for parking on any street or public area under the control and jurisdiction of the city or for the maintenance of which the city is responsible. Any motion adopted by the City Council regarding parking on any specific street or any area shall become effective on and after the date of the erection of the appropriate signs indicating such restrictions.
